Capital Gains Tax Threshold Frozen

As part of the statement today it was announced that CGT threshold for 2011/12 will be frozen. Was expected that the threshold would increase in line with inflation i.e. by 5%.

Does it really matter? Most normal people probably never pay CGT ever, nor ever know anybodyy that does.
I've never paid it .... nor will I ever have to.0
