protected rights transfer - best Personal Pension

I am obliged to transfer out of the Civil Service Pension as I have less than 2 yrs service. The transfer value is about £13,000 and includes protected rights.
This should be a relatively small percentage of my overall pension (I have a previous final salary pension and also ongoing contibutions of around £1000 per month) and I would like to have the option of riskier investments such as emerging markets etc. so am looking for the best Personal Pension option rather than a Stakeholder fund.
I am currently considering transferring in to a Scottish Widows Personal Pension bought through Cavendish Online (I am reluctant to pay an IFA for a transfer of such a small sum). Downside is that the additional charges for choices of underlying investments are not transparent and Scottish Widows won't provide them. Any other suggestions?

Scottish Widows charges are disclosed quite clearly on their documentation. I did a Scot Widows PPP today and all 10 funds chosen had their charges shown on the printed docs obtained from Scot Widows.
