The OP did not request to speak to someone who spoke simple English. He specifically requested to speak to an English person.

I am no fan of non UK based call centres but was concerned why the OP would not be prepared to deal with a Scottish, Welsh or Northern Irish operative, all who would be likely to speak perfect English.

I would imagine the use of the word 'English' in this instance is in the same sphere as the Germans used to say they were fighting 'Der Englander' or the Americans say 'the Queen of England' when they mean 'British' or 'Britain'.
