Bailiff letter at OH's Mum's home

My OH found a letter at his Mum's, saying they were bailiffs and had tried to gain access that day when he popped round last night. She wasn't there & he's only just told me as he didn't want to worry me?! He just called and said he spoke to her- she says it's from last year when she got caught driving without insurance?!
She owes £900 but doesn't have it
Is it too late for her to call them & explain/try to negotiate a small payment each month? OH has told her to see CAB tomorrow but I'm not sure if they can help & knowing how busy they are I just wonder if it will prolong things. (Not sure how long she's known about this matter but she admitted to him she's buried her head in the sand so far).
