Successfully Had My House Rebanded for CT

Hi All
I have owned my house since 2010. The previous owner passed away and the property purchased from his son. I challenged the CT banding and was successful and it has been rebanded in my favour.
One of the neighbours must have informed the previous owners son as he now wants the backdated refund which he calculates to be several thousand. I've told him neither he nor I can claim it as it was his father who paid and unfortunately he cannot claim it, either.
He is now under the distinct impression I am trying to covertly acquire the refund, despite my protests.
Could any knowledgable members please confirm I am correct, and as unfortunate as it is, nobody can claim the refund.

Would the refund not be paid to the previous owner's estate?
Any refund would be automatic, not a question of needing to claim.0 -
The executors of his father's estate can claim a refund of any overpayment of CT.
The son is being rather stupid as there is no way the council will refund to you any excess CT paid before the date of your first occupation or entitlement to occupy.
Refunds are only usually automatically made to the current CT payer. Previous CT payers have to claim, as councils do not always know their current address. It isn't in the council's best interest to actively seek previous CT payers.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0 -

My daughter got her flat rebanded back in 2003. The letter from the council said any refund due would be made automatically. As a student at the time, she had paid nothing anyway, but the council did refund the previous owners without them doing anything.
However, they had not moved very far, still in the same area. I was dropping off mail to them and they told me they had received a refund totally out of the blue. I hadn't realised the refund would be backdated to previous owners. In their case it was only about 2 years or so, but nice for them to get it after we had done all the legwork!0
