Repairs by my local authority Freeholder

Hello All,
I am a leaseholder of a local authority flat and I'm having major condensation problems. Its a Split level victorian house conversion and the extention that houses the bathroom and bedroom are absolutly freezing. To top that the bedroom walls run with water black fluf is growing out of them, all the clothes in my wardrobe are going mouldy and the windows are all single glazed and the frames rotten.
The council is reponsible for the window frames so I called them up and they sent a surveyor round who agreed and made a works plan to replace them. Also to do some external work like re-new blown render as its bubbling off the walls and re-new the doorway to the balcony in the shared communal hallway as its also rotten and there are holes in it.
The work was supposed to start in June but I heard nothing from them, after some emails that got no where I called to find out what was going on a repairs co-ordinator looked into the problem and sent a contract manager to my property. He told me that the council would not be doing any of the proposed works as I was a leaseholder. Even though the window frames are there reponsibiliy and they are falling to bits he stated that they can put splices in and repair them.
There is much more to the story including the council sending a sub contractor round that made a proposal to insulate my bedroom that was then quashed because a surveyor had not ordered the sub contractor to come round the telephonsit did when I called the council repairs line to explain my problems.
I stated that I will be seing my MP and a solicitor and the guy that came round said that he would be getting back to me but I feel terrible about it all does anyone have any advise on the situation.
