NI MOT changes?

Anyone know when / if the MOT changes relating to airbags / airbag lights comes into effect?

Think its Jan 1st 2012 according to this PDF http://www.dft.gov.uk/vosa/repository/MOT%20Inspection%20Manual.pdf
Pg 136 is the new bit about airbags. I can see a lot of people mapping the working oil light to the airbag light to pass the MOT on an old banger.
Looks like people who fitted buckets seats (seatbelt pre-tensions gone) or removed airbags for road rallies may be ini trouble.0
