If he has only had job seekers and associated benefits the answer will be probably not unless he has investment income or other income that he needs to declare. If he has been sent a form he should complete it or at least call the relevant tax office for advice.
It's many years since I worked in a benefits office but JSA claimants (it was Unemployment benefit when I worked there) got a P60 from the benefit office.0
