I raised a grievance about my line manager

I wouldn't even bother appealing to be honest. It is one word against another and the company cannot verify the allegation so cannot find in your favour.

Without knowing what it is thatyou found offensive and rude, then it is hard to say whether their decision was unreasonable - regardless of whether there was a witness or not. You say that English is your second language. Is there any chance that you may have misunderstood what was said and it was not meant in the way you took it. I am suggesting that because you seem to have taken this reaction of "it's rude" to the letter that has been sent. And it really isn't rude and doesn't say what you appear to think it does.
Saying that they have no reason to doubt your managers view of things is not saying that they doubt yours - it is saying that they actually have no reason to call him a liar, any more than they have reason to call you one. If they were calling you a lair then you would know about it - you would more than likely be finding yourself on a disciplinary for making fictitious complaints. So all they are saying is that they have no reason to call either of you a liar - there is no evdience to do so.
My advice would be that if this was a one-off event, I would forget the matter and move on. You will not get a different outcome at appeal because there is still no evidence that he said whatever it is that you took offense at.0 -

I assume this is the same grievance as your other thread? As others said to you there, you have no evidence and the management have to take a view one way or the other. Their investigation showed there was no evidence for this, so they've made a judgement.
I appreciate that the wording is perhaps making it sound like they disbelieve you, but you should take the advice offered in the other thread. Start making notes of specific dates and times that these things are being said so that you can present a stronger case in the future. Sorry I've got nothing more positive to add.

OP - without evidence, preferably an independent witness (ie someone who doesn't have a stake in the outcome, unlike a friend for example), there is absolutely nowhere for your grievance to go. If you went to the police and said your neighbour had threatened to stab you or something, but he denied it and there was no other proof, would you expect your neighbour to be convicted in a court of law?
I think you need to read the letter from your employer for what it says. They are saying they have no reason to doubt your manager's version of events. That means they have no reason to doubt him, not that they think you are lying or that you made it up. Your HR department or whoever did the investigation is probably just thinking - one person's word against another, can't take any action on this until or unless some evidence becomes apparant. So I wouldn't bother appealing. If this is an ongoing issue, then can you try speaking with Mr Keith yourself about how offensive you have found his comments? If that isn't an option, or you've tried that approach and it didn't work, then there's not a lot you can do unless you can get some sort of evidence or witness to his behaviour. Next time he wants to speak to you alone in his office perhaps you can ask for a witness to be present.0 -
