with-held wages

hi, this may be a bit sketchy as i'm not sure i have all the facts yet.
my o/h just got her wage slip, usually included is her fuel allowance for the month, she gets Xp per mile and another Xp per mile costs for journeys from home to her 1st call and after her last call to home,
i think this is paid due to a relocation clause or something for so many years, these are booked on separate forms.
they didn't pay her it this month, over £100 down,
and after getting through to her boss, he told her that they are trying to get that part of the expenses stopped, and are in negotiations with the union,
union their usual no good selves, just said to put in a grievance, but shes over £100 down and will struggle to get her car filled up to go to work now unless she lumps it on her credit card and hopes it gets paid.
surely they cant just stop paying her without been told and they haven't even passed the changes yet!
on a busy month she could be well over £30 a week down!

what is it they're trying to get stopped? the mileage allowance, the additional or both? as i'm guessing it'll be unlikely for anybody to get out of paying mileage when using your own car.
although if they haven't got it stopped, they still owe it to her as it'll still be a contractual part of her salary / expenses (i presume).0 -

i think its the first and last journey she makes, just for a certain length of time (4 years i think)
as its not usually paid to all staff, just to those who have been relocated.
it hasn't been officially stopped yet, just they are thinking about it and until it is sorted 1 way or the other, they have ceased paying the allowance.0
