    No, but at least a basic grasp of the principles of law enforcement would be encouraging, seeing as you've somehow blagged your way in to becoming a special constable.

    Rather surprised as a special constable you did need to ask this question, as a speeding FPN [except the need to hand your lic in] is the same as any FPN no accept go to court! Seeing many minor crimes can be dealt with by the issue of a fixed penalty nowadays!

    It's not the same as a normal FPN. Which other FPNs exclude your right to remain silent and force you to make a declaration? Genuine question. It seems there are some different processes backing up the issuing of speeding fines compared to others.

    No - an FPN has nothing to do with any right to remain silent, it is just an offer to deal with an offence (which is admitted) without going through the courts. What you are thinking of is s172 of the Road Traffic Act which compels the owner of a motor vehicle to name a driver of their vehicle at a particular place/time and applies to all sorts of traffic offences, not just speeding.

    But how are you meant to learn stuff if you don't ask questions? If you read my first post, I said would they get summoned to court, so I kind of already knew, but just wanted to double check.
