Council Tax original banding, can someone clarify please

Hi I have just watched the tonight program about Council Tax, I live in Scotland and my 3 bed detached house was built in 1994 and was valued at band E, however if I check what the value would have been in 1991( had it been built then) it would have been valued at a lower banding. Can someone tell me what happens when this situation arises, can you apply for a rebanding based on this? Hope someone can clarify this, Many Thanks in advance.

Our daughter got her flat in Glasgow rebanded, it was only built in 2001. So you can apply, however you are supposed to do it within 6 months of buying it.

Yes apply within 6 months if you can. Don't take that as the final answer though. Look on the lengthy Council tax discussion and you will see many MSEs have persevered and got a rebanding long after 6 months. (You can access the current thread through Martin's front page).

You can apply even if the house wasn't built in 1991/1993 when council tax started.

The VOA site has crashed with the demand after the programme so you'll have to keep trying or write to VOA or phone.
