My OH says (decorator for 40 odd years) says it sounds like an old ceiling with lots of crap on it.
The waterbased paint is making it bubble, he says you can put an oil based sealer on it, then paint it with emulsion then , but please, please not with B & Q paint, We have found it a case of buy cheap, buy 3 timse,
Other wise size the ceiling and put lining paper on it, then paint.
And welcome to the boards by the way:)make the most of it, we are only here for the weekend.

same as above, put an oil based undercoat on first, then rub down lightly then emulsion. Make sure you sugar soap the ceiling too which will remove any grease or residue. Ceilings are a crap job but with the right base you can solve it.
Im a decorator and i say the same - buy good quality paint - i personally prefer crown. Also when you apply the undrcoat mke sure ou thin it down with a cap or 2 of white spirit r the paint will be too thick and sag (and give you arm ache!)
Hope this helps
