Bankruptcy..Please help!

My father was declared bankrupt on November 4th 1999 by the inland revenue for the sum of £15,865.
In June 2000 a trustee was appointed to whom he paid £28,845 through the re-mortgage of his property, which he believed would settle this debt.
However, having paid the trustee the above, the inland revenue have only received £1575 leaving £14,290 still outstanding.
He was discharged in November 2002 and from this date the insolvency service have been collecting £211 per month from the proceeds of his pension and are still collecting it to this day (currently £11,204) none of which appears to have been paid to the inland revenue to reduce the original debt.
I did hire a solicitor for him but due to the costs involved, could not continue with him.
The above is a brief summary, I have all the relevant information and documents to hand.
I would be most grateful if anyone could help or let me know of someone to contact who could.
