At any given time, yes (usually - there are a few exceptions but these usually apply to businesses not home computers).

Your ISP has a pool of IP addresses so your IP address may change over time but computers connected to the internet must have a unique IP address, so at any given time your connection will be the only one using the IP address that it is using. (Note that home networks get round the unique IP address rule by using "private" IP addresses and all sharing the IP address of the modem for internet traffic, so essentially all PCs on the network have the same address as far as any machine on the internet is concerned).
