NEED HELP! Council tax rebanding and wales.

I'm pretty sure im in one band too high for my council tax. If I get rebanded will I get a refund back dated to when wales rebanded their tax, or even further to the 1991 level. Or would I have to find out what band I was in then and property values then aswell. If somebody has got rebanded and lives in Wales please help.

I just spoke to someone at my local banding assessment office and they told me that wales is up to date as far as banding goes, apparently wales was reassessed in april 2003!0

I also live in wales, and we were put up a band in the last valuation which I have just appealed and waiting for a reply, if you go to the voa website you can put in your own postcode and it will give you your current band and if you select your actual property it goes to a page with your band and underneath it says previous band, press on that and it will show the band before 2003 if it was lower, i am not sure about a back date to 1991, as when I put in my house that was purchased in 1997 it said it was worth more in 1991 than in 1997! as there was a bit of a dip in house prices in wales, so tread carefully if you want to go back that far, check all the houses in your area of the same size and style on the voa web site and if yours is a high band then definately appeal,
they write back to you to say it is not a legitimate appeal, but they are obliged to look at it in case they made a mistake.
