New Insolvency Practitioner

Hi
I've received an email from a company telling me that a member of their firm as been appointed by the Sec of State to replace my existing Insolvency Practitioner. They tell me that he hasn't provided all the case work files and in the absence of those files they have little information to progress and complete the administration of my bankruptcy. My payment plan (can't remember what its called - IPA?) ends in Jan 2012.
I will ring them next week but how do I know this is genuine, and how do i find out what's happened to my original IP? I've tried to ring him but his phone's always engaged. Does it sound like anything I should be suspicious about??
As always, any advice greatly appreciated.
