I think the cards are free to order. Once the card arrives you can top up but if you want to delay topping up, you should be able to use the sim card for the priority moments app without the top-up.

Yeh it worked for me too,got 12.59pound off a full price shirt and 4 pair of half price slippers.
Spent 21 pound at Body Shop and saved 10 pound with priority moments.
Very pleased with my savings today!
