Advice please

Manager has advised me that my team are to commence consultaion period when directorate reorganisation is announced at the end of the month. I have been advised that my role will change, however, my job is secure going forward into the new structure.
The new structure will include a newly created management position. Upon asking if there would be any value in applying I was advised that it is always worth applying, however, the outcome cannot be predetermined.
Here's the rub.....
I have seen email exchanges which confirm that the outcome of the new role has been agreed already. The post will be offered to someone whose role is currently under threat as their role is being disestablished.
I am upset as I have been lied to and am questioning the integrity of my manager. In such a situation how would you advise me to proceed please?

were you included on the emails or did you just see them?

what you do is turn up and go to work as usual, but welcome to how shit works! The job is ear marked but it has to go through the motions and the management can't discuss it with people because that isn't how it works.

Private sector employers can fill internal vacancies however they like providing they don't discriminate directly or indirectly in doing so. Whilst clearly there is some internal politicking going on here, only you can judge whether to raise it formally, knowing as you do the culture of your worklplace/employer and what is likely to happen if you whistle-blow.

By the way, are you are talking about redundancy consultation, or just an internal restructuring? Because if it was redundancy, if anything, others may have a grievance about your job not being included in the selction pool having already been told it is safe!
