Give that man a cigar. Of course it does, it's why I'm against most regulation. You only need to look at something like road tax, which was brought in to cover the cost or road building and maintenance, except that 75% is now pure revenue with less than 25% being spent on roads. Regulation works the same way, start off with needing a reasonably priced licence or safety certificate and watch the cost of it spiral over the years.0
