When a job spec has limited information.....

....do my fellow job seekers on here always contact the agency/company for more details before sending in a CV?

If these enough information to give you an idea of what they want, and I think it sounds as if it will suit me.
Then I just send my CV and take it from there.
If an advert dons't actually say what they require, then I assume its knocking on doors or some sort of sales job, or that I don't understand it anyway

CV first. by the time you get to speak to them or they respond to your email, they could already have their shortlist0

Half the roles I've had in the last decade I have never seen a job spec or advert for even after accepting the role.
I personally would phone first and speak to them to get the extra information to enable you to better tailor the CV/ covering letter. If you cannot get through to them in a reasonable/ short timeframe (couple of hours - day) then I would send the CV in as it is.0 -
I suppose it depends on whether you are dealing through an agency or direct with the employer.
I usually deal with agencies, so:
step 1 - i send the cv off the back of a vgue job description.
Step 2 - they reply with a full job spec
step 3 - i confirm that i am happy for my cv to be sent to the employer / make any final changes to the cv
step 4 - wait for the phone to ring
