They have the same rules as everyone else i.e in most cases jobs must be advertised externally.

Some job vacancies can be internal only and these don,t have to be externally advertised,I don't know what the actual laws are regarding this though.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
  • They do not have to advertise all jobs externally, some are advertised internally only. This is to do with not having to make staff redundant AFAIK.

I worked in five different posts for a council, and apart from the first, none were advertised externally.

Imagine someone holding forth on biology whose only knowledge of the subject is the Book of British Birds, and you have a rough idea of what it feels like to read Richard Dawkins on theology: Terry Eagleton

I used to work in HR and all jobs had to be advertised even though it was likely that someone internally would get it .
  • Were they really external or did they come from another Local Authority on a transfer?

Or maybe just worked outside the Town Hall?

When I was a lollipop lady and never went near the Civic Centre, I was still a Council employee and eligible to apply for anything on the internal vacancy list, which is how I got my other jobs.
