In my last perm job people with the same job title and the same grade had salaries ranging from £25k to £55k - so a £30k spread (though it was supposed to be £30k to £50k but there were some outside the band for various reasons).

It is certainly legal and is common place, especially after you get above entry level roles.

You'll always get better salaries by switching company than moving up within but its easier to move up within than doing so when switching. Many make the decision to get to the grade they want in a company, embed themselves at that grade even though on low pay and then switch employers to bring the salary up to where it should be. Then repeat.

Just to add, you usually find it does equalise in the end, so long as you can prove you are at the same level, have similar qual's/experience and are doing the same role.
