Can you refuse to sign a paper/agreement?

Anything you sign is a contract, which is a document used to reduce and restrict your legal rights.
No it isn't!
A contract is an agreement, freely entered into by both parties.
If you don't want to agree it, you don't have to, but as has been said, in some cases, not agreeing to a change the employer is seeking could make a difference between being employed or not.
Which is why I'm suggesting this is not really an issue to make a stand on.0 -
Tips are a voluntary contribution for exceptional service - but putting out a begging bowl looks awful.
Were I the venue, I'd just give the instruction that begging bowls will not be tolerated, breaches will be handled via disciplinary proceedings, and not ponce around with signing anything. Perhaps they are just trying to make sure you understand that begging bowls just plain will not happen any more, making it very clear, and so hoping to avoid confusion which could lead to disciplinaries! They are doing you a favour, if viewed that way.
Either way, the tips bowl goes away.0
