We don't accept applications by CV, so yes, I mean the application form.

We don't pass on the covering letter because we want the information on the application form, in a standardised format.

We also remove all the identifying information from the forms (the first two pages) before they are seen by the selection panel.

We make it clear that we want information on the form, and we explain what to do if you need to give some personal information (eg ask for adjustments for a disability), so if someone hasn't got the wit to follow instructions ...

Having said that, I was once asked to print out all the emails from applicants who'd been invited to interview, and any covering letters. That was for a job where written communication was significant, and we wanted someone who wouldn't have to think too hard about composing a well-written email. Those who ask for details of jobs in text speak might want to bear that in mind ...
