I think there is some confusion. The government say that it is 5.2 working weeks; not compulsory 28 days.
For example - someone who works a 4 on 4 off shift pattern technically works only 6 months of the year, so they would not be entitled to the same amount of holiday as someone who works 5 on 2 off.

Do you really want to work for an employer that one provides the bare minimum as required by law? You may not have a choice right now, but I know i'd be looking to work for a company that actually values its employees.
Yeah, it's annoying... I work a normal 5-day week but only get the statutory minimum. I hate it - I used to get sooo much more in my last job! But this one is more fun so I put up with it.
