returning mouldy food

We bought some fresh meat on offer recently. It was 50% extra free, and the use by date is the 25th. I got it out to use yesterday and it's completely mouldy (it wasn't when I bought it and is still in the fully sealed pack)! And has loads of little white specks all over it which I also assume to be more bits of mould.
Hubby took it back today and they said ok you can have another pack. But that one will have less stuff in it as the offer isn't on anymore meaning we lose out because their stuff went mouldy way way before the use by date. He asked to have two packs, as he was inconvenienced I think it's the least they could do but they said he could have one pack or his money back and that was it.
I imagine they should replace like for like, but when they don't have the same thing now what should they do?

where you bought it from can make all the difference a lot of supermarkets have return policies co-op is refund and replace, double refund or double replacement on all food products...

i took some mince back to ASDA once as it had gone off before it's date.
they replaced it with a better quality mince (i had bought value and they replaced with asda own brand) and then gave me a £1 coupon as well.0
