Why won't my wheel go round?

I've been getting noises/wobble coming from the front wheels of the car ('96 Lexus GS300, 90,000 miles) so I jacked it up today for a look. The offside front wheel will not spin freely - it's an effort to turn it at all.
The brakes appeared to be stuck on as there was no movement when my assistant pressed the pedal (with engine running for the servo). If this is the problem, what's the most likely fix? Could I also have a wheel bearing fault?
Nearside wheel was fine BTW.

Sounds like a siezed caliper / slider.

Biggest suspect is brake calliper. As the alloy corrodes then the pistons can stick.Happy chappy0
