They are trying it on. You couldn't live anywhere rent free so its only right you pay your share.
If you were renting a flat (1 bedroom) it would still cost money and it would be 100% of bills and rent so the OR would be worse off?
I don't think a judge would agree with the OR either as rent/mortgage is part of your SOA. If they think you can live for free somewhere ask them to demonstrate where!

I, and I know others on here, am a lodger.
After having to fo BR due to shortfall on a property, the last thing I wanted to do was get tangled up in any more property issues! Or get my oh involved my debts.
I had it as "rent" on my SOA for OR, half of the bills in the house, and submitted my "lodger agreement" to the OR.
This wasn't queried for me.
