Let me paraphrase...
"We, in Britain (and other Western countries) decided many years ago to introduce namby-pamby, Nanny State, stifling legislation to ensure our workers get paid far more than they are worth, and earn almost as much as those we pay to be unemployed. Hence we have priced ourselves out of the global market and cannot sell more than buttons to the rest of the world.
China, on the other hand, has invested in manufacturing, services, and trade, and not wasted its money. It pays its way and makes a huge trade surplus, without piling up massive debts.
We therefore call "foul" and ask the Chinese to spend their hard-earned on British shoddy over-priced goods (that could be made at a fraction of the price in China) and help us out of our difficulties so that we can continue to pay for regulators who don't regulate, watchdogs who don't watch, benefits that encourage sloth, more children for those who can't afford them, an expensive education system that can't educate, and government waste of almost infinite proportions."
He should not be saying this in Liverpool. He should be saying this on a street corner in Beijing - preferably with a blanket on the floor, a particularly thin dog (for sympathy) and an empty tin can (preferably of a British Brand of food, if any).
Bank of England governor Mervyn King has called on China to import more to help solve global financial problems.
"Four years after the financial crisis began, the foreign exchange reserve holdings of China are substantially larger than at the onset of the crisis," he said in Liverpool.
It is a theme he is likely to take to next month's G20 summit in Cannes.
He also said it was time to accept that the problems in the global economy were about "solvency not liquidity"......

With out trade we (the west) will not have the money to buy their goods, they will not prosper either.

We have lost the plot on mass production we need to concentrate on high value R & D and make sure they pay to use it. Like ARM(?) chip sets of Cambridge for example - shame there aren't more like it.
