I currently work in a shop 8 hours a week for £2,500 per year.
I recently got offered a job 36.15 hours a week for the local council which will give me £14,610.
How do I go around calculating tax? Will it be 20% on both jobs and 12% N.I? Which will be classed as my first job? And which is the second?
I am so clueless...Sorry

the council will probably put you on a BR code (i.e. you pay 20% tax on everything) with them so you need to tell HMRC that you wish the local council job to be your main job so you get the 7475 tax allowance there (i.e. a taxcode of 747L) and that your shop job is your second job so you pay 20% tax (tax code BR) there.
assuming you join the pension at the council (strongly recommended) you will pay 10.4% NI there and nothing on the shop job as your earning will be too low there0
