This site lets you send text messages worldwide to most carriers. If they don't have a carrier you need, you can request it.

Also, they have an option to send up to 100 messages at once, but that's just evil :)

    Nope, I contacted them when it wouldn't send to my t-mobile number at one point, and they did something and it started working again.

    they also do free ringtones as i have used this site in the past and know from experience that people recieve texts within a minute.
