I wana make cupcake wrappers, cake toppers and other polka dot stuff for a party

I am currently planning my little ones 1st Birthday party and the theme is polka dots (the colours we are using are brown, pink and orange).
I wish to make cupcake toppers, cupcake wrappers and other decorative items I however need to buy the materials.
I am looking for pink, orange and gold card as well as brown paper. Other items I will need are:
pink balloons (in bulk)
a plain straw wreath to decorate
lollipop sticks (I was thinking ebay)
lots of ribbons (ideally a mixture of dotty, plain, and other pink ones)
I have seen a great project which shows how to make initials out of 'stayrofoam' (I think I spelt that wrong-apoligies!). As it's an American site I'm a bit lost on where to find this in the UK?
Also, florist foam (the round variety) and florist pins.
Apoligies for the long post, however I wasn't sure where to post this-in the craft session or on this section?
