can anyone please tell me if it is likely you will get declined for a personal loan if you have a mortgage in application?? i keep hearing this might happen
but I've also heard home-owners are more likely to get loans?

It all depends on your credit record and also your income.
Why would you want to get a loan and a mortgage at the same time. You might be risking your mortgage if they see you applying all over the place for a loan.
The chances of getting a loan and a mortgage at the same time is higher if you use the same lender for both or even the bank you use for your regular banking.0
