Lost 'Administrative Tools' on Win XP

Installed new HDD.

Windows can see the HDD itself, it's the only Samsung in the machine, so when I look at Device Manager I can see Fujitsu, Maxtor etc and the new Samsung, however there's no partition on it, so can't see it through Explorer.

Standard advice is to go to Disk Management through either running

compmgt.msc or
diskmgt.msc

from a command prompt, or going through Control Panel to 'Administrative Tools' and accessing Disk Mgt from there.

Something seems to have cleaned out my Administrative Tools. When I get to it through Control Panel, it's a blank window with no icons

Both of the command-line attempts return a dialog box saying that the programs can't be found.

Any ideas?
