How about cookie in a jar mixes? They're unique, quite cheap and easy to make, and when I made them up for Christmas presents last year every body loved them. I'm making these up for Christmas presents this year, too.
The two I've found make the best cookies and look pretty spiffy are Cranberries in the Snow and Cowboy Cookies.
If you search for "in a jar" on the allrecipes website it brings up a lot more recipes for cookies, soups, cappuccino, hot chocolate etc. if you want to do more than just cookies.
You can get glass jars that are the right size for £1 in ASDA, and I worked out that the cost for the ingredients for each cookie mix to be roughly £1.50.
ETA: The shelf life of the cookie in a jar mixes is about 4-6 months0 -
How about chutneys and pickles? They normally need a couple of months at least to mature so they would be ready in time for eating at Christmas. As with the jams and marmalade, you can get jars pretty cheaply or even have a whip round to see what empty jars friends and family have ready for recycling!Hels

Ginger or cinnamon biscuits, cut into Christmas shapes and decorated with icing. Sell them singly or in bulk in pretty cellophane. That's the cheapest, and easiest (time-wise) thing I can think of.0
