Can CSA backdate payments

Hi
I would be grateful for some advice on CSA payments.
I have a 10 year old son and although never married nor lived together with his Mum have always look after him financially.
I have now found out that in all this time his Mum was on benefits and opted out of the CSA by feeding them lies that I was hitting her etc.
This has really upset me and I feel like going to the CSA and telling them the truth although I can't prove giving her money as it was always cash in hand. (foolish me).
I have been told that if I approach CSA they will backdate my clain to when my son was born and I will be out thousands of pounds.
Can anyone advise if this correct. When do the CSA start taking payments from NRP??

The CSA will only backdate to the time they approach the NRP. If she was claiming benefits then the CSA automatically get involved rather than having the taxpayer support someone elses children. I'm not sure she could op out of the CSA on fear of abuse grounds though because the CSA would never have put her in any danger by giving her address details etc to you as that would breach the Data Protection Act
I would suggest you approach the benefits agency and tell them your ex was defrauding the system. Although you paid her cash in hand you must have bank statments showing regular amounts being withdrawn as proof that you were paying her.This is a system account and does not represent a real person. Pam17 is right - they will only backdate if they have contacted you before. If they never sent you any forms, then you won't get a bill!!
If you can prove she has been defrauding Benefits Agency then I would tell them. How much were you paying her?0
