I am in the process of moving house and have obtained a second phone line from https://www.sipgate.co.uk
I got to choose the area code I wanted and to some extent the number as well.
I can receive phone calls via my PC free of charge and everything seems to be working OK.
Theres an answering service and a complete record of calls in and out.
If you need a second line (calls out on a payg basis) then this might be the answer.
This one is trully free.

i use it and it is quite good especially because services like skype charge you for a outgoing number0
