Cellophane- Biodegradable?

Can anyone tell me if Cello is biodegradable?
I buy on a roll from Florists wholesalers and when packaging Hampers etc it seems really strong.
However, after taking one apart that has been made up for a while, the cello seems quite a lot more brittle and easier to tear.
Does anyone know if it has a "shelf life" and if it has, is it O.K. untill it's unrolled from the roll? (Maybe something to do with contact with the air once it's unrolled!)
