I dont know what the original budget was obviously - but that is a LOT to have to cut and the biggest cut of all is to save on salaries. That being the case - I would not be at all surprised if this is quite deliberate on their part, ie:
"We will impose an open paycut on employees and we will do a slightly 'hidden' one by charging them for carparking spaces and deliberately not ensuring they will actually GET the space they are paying for. Shouldnt take some of them long to start feeling very 'unwanted'/frightened to refuse to bring their own cars in so that the employer can use them for work purposes/wondering what we will do next. With that - if we're lucky - then some of them will just resign and get another job. Bingo - RESULT".
In other words - more a case of a "set up" - than "not thinking through". But worth tackling from a basis of what it appears to be on the surface - ie the "not thinking through" scenario. So worth pointing out the "errors" in this plan (ie those who refuse to allow their cars to get used for work purposes any more not being able to do as much work - because of getting round the area more slowly).
Your call to decide the odds on them taking retribution for "less work done because of THEIR choice/fault" if you decide to refuse to use your own car any more for their benefit (hence why I suggested the "little white lie" of saying you had had to sell your car because of not being able to afford it any more.....).0
