I'm not sure where this came from. Or why it's aimed at me for that matter. However, seeing as you asked so nicely, I'll tell you what I'd do in your position. If you're absolutely 100% sure that you owe no tax, ignore the issue of your 2005/06 tax return until your circumstances are better suited to dealing with it. As Mikeyorks has said, if you don't owe anything then they can't fine you. So long as you sort this out within the next couple of years they cannot touch you.
However, don't try giving HMRC a sob story. They would argue that if you can access the internet to !!!!! about penalties, you can access the internet to file a tax return.Quidco savings: £499.49 tracked, £494.35 paid.0 -

Rather than coming on here and moaning that you will get charged a penalty for not handing in a return, why not go to your nearest tax office and ask for a duplicate form, fill it in, hand it in and not be charged a penalty.
I have no sympathy for people who have 9 months to fill in a form but don't bother, then have the front to moan when they are charged a penalty for not filling in the form. (Note, this relates to anyone who doesn't fill in the form, not just you, and does not relate to your personal circumstances, as I know nothing about them, other than what you have said. If your circumstances have meant that you are unable to complete the return, then you can appeal against the penalty on those grounds. However, a better course of action would have been to contact HMRC previously to arrange some help and assistance in getting it completed on time.)0
