Halifax Mortgage Declined what now?

Im really worried that i might be about to miss the boat.
I have recently been accepted for the Open Market Shared Equity Scheme in Scotland which i was delighted about as they will give me an interest free loan for 19years towards my property making buying a home affordable to me.
However, i was declined the other day by Halifax for a mortgage. All i was told is that i never passed credit scoring.
I have tried to get my credit file sorted in the last year or so and have done very well to get some defaults removed to tidy things up.
But, i do still have a default from 2008 (£394)with RBS which the agreed to a partial settlement (£235) in 2009. When this was agreed they did agree to show it as settled as most of the debt was made up of their charges that they apply. This seems to be the only blemish on my file other than a few late payments in 2007. I read that the score on Experian makes no difference but i its 847 so not all that bad.
Does anyone know what i should do next? Who would be best to try? I currently make 21k a year and need a mortgage of 75k along with my 5k deposit to fit apply for a house through this scheme.
Your help is very much appreciated as im really starting to panic that i am going to miss out on this oppurtunity, as i need to have bought a house by December.
