mr roache bailiff in charge on rossendales letter headed paper.
Colin BarryRoachBromley County Court17/03/201116/03/2013Goodwillie & Corcoran
this is the only bailiff i can find with that name and he is not certificated to rossendales you must phone the ministry of justice to find out if he has changed his employer (does she know if mr roach done the notice of seizure)
Bailiffs collecting council tax must be certificated to the firm they are employed by
bailiff pay a £10k bond to the court when they are certificated this bond is in the form of an insurance and is paid by there employer if they change there employer the bond is cancelled without this bond they cant work
they must inform the court asap when there is a change to there certificateI am not an expert I am self taught i have no legal training any information I post is based on my own personal experience and information gained from other web sites
If you are in any doubt please seek legal/expert advice help0 -
she has rang to council and they said they are going to phone rossendales and the repayments are £103 a month and they are not to call again unless she defaults again and rossendale are going to phone her back to confirm this.
mr roache did do the seizure0 -

very very good news
ask her to get her mother to provide proof that its her tv
send a copy of it (recorded delivery) to the council and rossendales them that the other goods levied table pictures have no value when sold at auction and ask them to remove the levy and associated fees from the account
the council and rossendales will not do this without a fight but you must pursue it and after you get the refusal letter you escalate your complaint to the Chief executive of the council by way of a formal complaint
when the fees are eventually removed her bailiff fees will be £42.50 (the visit fees)I am not an expert I am self taught i have no legal training any information I post is based on my own personal experience and information gained from other web sites

Dear sir,
On checking the bailiffs register today it has come my attention that the only bailiff with the name roache is certificated to Goodwillie & Corcoran
I have spoken to the Ministry of justice and as i don't have his first name or certificate number they cant confirm a change of certificate to a new employer as i understand it i should already have this information as he has levied my goods and it should have been on the notice of seizure of goods and inventory
therefore can you please provide me with his certificate number his full name the date and court where his certificate was changed to his new employer rossendales
as I'm sure you are aware under the distress for rent rules 1988 any change to his certificate should be logged with the court as soon as possible
as Mr roach attended my property in June to levy distress against my goods and it it is now September i would hope the seriousness of this issue is addressed as soon as possible

IT looks like he is self employed (no employer next to his name )
you need to write to the revenues department and ask them to confirm in writing that there service level agreement /contract allows for rossendales to employ self employed bailiffs when pursuing council tax arrears on behalf of xxx councilI am not an expert I am self taught i have no legal training any information I post is based on my own personal experience and information gained from other web sites
