anybody heard or read about an eu directive to change the mot from 3years to 4years for first time mot and then every other year for cars over 4years old

Yes - first MOT at 4 years, and then every year.

A quick google threw up more info, e.g. thisismoney.co.uk. It only mentions changing it to every 2 years, but this is only a proposal at the minute to bring the UK into line with other European countries, not an EU directive. Nothing mentioned about requiring the first MOT at 3 years instead of 4.

MOT in NI is 4 years first, then every year- haven't heard of any changes. They'll definitely not make it every other year I think with the amount of revenue it's bound to bring in!
