Customer compliance again

My sister in law called me today worrying. She has a 16 yr old son who has a genetic learning disability, he has been getting DLA for a few years. Anyway, recently as he turned 16 she had to re-new his application as an adult. She asked that the benefit be paid to her because he really isn't capable yet of handling this kind of money. This was in November and they just started paying it.
Today Customer Compliance sent a letter saying they are doing a home visit next week to complete a form to make her an appointee, even though she did this via the post a few weeks ago. They asked that her son be there. She is a worrier, I have told her there is nothing to worry about but she loathes benefits and claiming and feels she is doing something wrong. It didn't help that her friend told her that the agency always give an excuse to come round to the house when really they are checking out fraud.
Her son does have a disability, there is no denying that but is it wrong for her to ask that the money is paid to her even though technically her son could have the money, its just he would spend it all on lego and transformers because he has no concept of money and budgeting. She intends to help him with this gradually by opening an account for him and putting some money in there weekly so he learns to make it last. The rest will go into a savings account he has no access to until he is capable of handling his own affairs, this sadly may take some years though due to his problems.

Appointeeship can;t be done by post only. Both the people involved have to be seen by the person who agrees the appointeeship.
They just need to confirm:
1. That her son is not capable of handling his own affairs
2. That she is a "fit person" to act on his behalf.
It's just procedure. Nothing to worry about at all.0
