Are these certificates still issued?
Also, can anyone suggest ways to reduce NI contributions?

    Certificates are no longer issued except for women who are still entitled to a certificate but have lost it. From memory it must be at least 15 years ago that these certificates were stopped and only woman who allready had one were allowed to continue using them. Even those certificates are no longer valid if they are not used for two years.

    If you are in a company pension scheme that is contracted out you pay a lower NI rate.
