Mortgage Valuations More Then Offer Price

How exactly do mortgage valuations work -
We had ours done by Countrywide (who were instructed by the mortgage lender) and the valuer came back saying it was worth 10% more then we have offered
Do the valuers know the price that you have offered or not and do valuers normally value property optimistically or not?

This happened with ours too- they should know how much you have offered (on ours it had a section for price agreed and a different section for valuation) but the seller and estate agents should not be informed how much it has been valued at- they don't get a copy and make sure you don't tell them in case they try and raise the price.0
