I used http://www.dancedirect.com/ before for my niece. They have some lovely leotards and always have some at half price.
The sizing differs depending on the brand, but for a 2 yr old I'd probably go up a size, as my niece turned 4 and the P11 model from Plume in Age 6 fitted well (http://www.dancedirect.com/uk/Products/Ballet-Children/P11/plume-leotard-sleeveless-attachedskirt/)
It also states on their site: "Please note most leotards are fairly small and we recommend you select a size up if you are between sizes."

I noticed Sainsburys were selling little girls ballet stuff a couple of weeks ago, it's quite a big Sainsburys though so I don't know if all the shops will sell it.0
