Rent and debt problem

Hi Guys,
I have a friend (yes I mean and friend and not me lol) who is having money problems and I'm trying to help him out a little bit by finding some information.
He currently rents from the housing association but I have gone through his finances with him and without spending any money on 'non essentials' he is about £70 over every month. I can't see anything that could be cancelled as its either needed or stuck in a contract
He also owes over £400 in back council tax which he got a 'final warning' which ends today, hes a couple months behind on his rent payments and he has a full credit card and some payments for littlewoods
Im just after some advice i could give him on what to do as I can't think of very much. I hope ive posted in the correct place.

HIs rent and council tax are the priority so he needs to pay these before anything else, otherwise he could end up homeless.
He needs to post an SOA (statement of affairs) so that we can see exactly what he has coming in and going out.
Is he working? Could he get a second job? Does he have a spare room he could let out to a lodger?

Thanks for the reply, he currently works 30 hours a week but can't manage any more because of health problems. Hes in a 1 bed flat so no chance of getting lodger.0

how old is he? if he's over 25 then he'll be able to get working tax credit (if he can do an extra 2 hours work per week)0

He is 22 so doesn't qualify0
