Mortgage Offer .. or not?

Hi,
I just received a letter from the bank saying:
"We are pleased to offer the requested load amount of £100,000"
but then goes on to say
"The application is now ready for final assessment and has been passed to an underwriter to be sanctioned within the next 2 to 3 working days."
So does that mean I've been offered a mortgage or not? :undecided
